According to the research of China Textile Industry Federation (hereinafter referred to as China Textile Federation) on the pilot area (Park) of China textile industry cluster, by February 28, the operating rate of Enterprises above Designated Size in the clusters (parks) of all provinces and cities across the country has reached 85% on average; the operating rate of enterprises below designated size has reached 31% on average, and the production capacity of the clusters (parks) has generally recovered to about 40% before the epidemic.

After the enterprises return to work, textile and garment enterprises, especially small and medium-sized enterprises, still face many difficulties and problems, such as the shortage of workers, the asynchronous return of upstream and downstream enterprises in the industrial chain, the shortage of orders, the shortage of raw materials supply, and the lack of protection resources.
